  Yes it is quite common, If your prop has the flo torg style hub you may try the Mercury Flo Torg III hub. I have seen it quiet them down some.

  Thanks Guys- I appreciate your input. I stated- I asked other sources before- it is just not very comforting to have your engine making a rattle noise when you are not use to hearing it before. Like I said, it is only a low RPM- around 700, but once bumped up to 1000, no more rattle.

  By your own admission, you have changed propellers. It is normal for a stainless propeller to be more prone to prop rattle than an aluminim propeller.
  
  As stated above, what you are hearing is not abnormal. If the noise bothers you, switch back to the aluminum propeller. Or, you can get a propeller that uses an insertable hub and install the Merc flo-torq IV hub to mitigate the issue. Yam also now offers a propeller with a shift dampening system to mitigate this issue. Or, just don't operate the engine at an RPM that causes the noise.

  Prop rattle is usually more obvious on a 4 stroke. Make sure the nut is torqued down properly. With the replacable hub system kits it's pretty important.
