Chumming for Tarpon - looking for advice

Last weekend I was in a well known Tarpon area off the beach. All boats were achored up and (appeared to be) drifiting live whitebaits. A couple boats were chumming & they were the ones hooking up!

I know several people who chum and fish with cut bait at the SkyWay. However, it looked like these guys were chumming with smaller white baits (similar to inshore technique).

Does anybody have advice on this technique?

    They say "Elephants eat peanuts"... that being said, we've hooked Tarpon and small pieces of cut-bait while chumming for Mango's in Charlotte Harbour. Tarpon are scavengers too... often while chumming for Sharks off Egmont the Silver King shows up.... dead baiting works, just not very sporting.... cut Threadfins work, Shad even better.... Jimmy

    We were off the beach a week ago, live well full of white bait and chummed the dead ones free lined a live one in my slick and fished a dead one on the bottom. We hooked 4, jumped 3 and landed one in 2-3 hrs.
