  Not in state water, but you are required to have a dehooking device while fishing for reef fish. They are required in Atlantic Federal water North of 28 degree N latitude. Which is well north of Fort Pierce Inlet. You will not need them in the Key's area if you are on the Atlantic side.

  Heebus jeebus. To fish in this state, you not only need a guide but also a fisheries attorney.
