Schwaab being "Promoted". Wonder the reasoning behind this. NOAA's seems like
they are trying to stay a step ahead of the game. Still have a special investigator
dealing with the OLE corruption. Sam Rauch will now head the NMFS, but likely
the show is still run from the top, and all the players are mere puppets.
