  agree, the rod rack guy is the main cart dude. Get teh beach tires to start, trust me.  A beach/pier cart and a trailer are two different animals.

  I know the beach tires are great for the sand but does anyone know how they hold up to being used on a pier or sidewalks? Seems like they would wear fast on those harder and rough surfaces...

  I don't know how long they will last being driven over a rough surface for a prolonged period. I do have that concern as well by just pulling my cart from the parking lot over to the beach but they seem to be holding up well. An option may be to get a spare set of wheels just for the pier and swap out the balloon tires for when you go to the beach.
