Soil and water conservation officers

Got my sample ballot, anyone know who the best to vote for in November? I am in soil and water conservation group 2 and 4. I am not even sure what soil and water conservation officers do. Don't want to vote for someone who would enact some crazy regulations.

    Don’t worry about undue influence.Officers emasculated.

    Ask the candidates how many cubic yards of fill dirt placed in permitted low lying lands development  past two years in their district.

    Officers are tasked with promoting resource “ Education” and “ Awareness “, such a question would be cause for Officers to actually study and research.

    It’s largely a pointless effort, over 50 Districts state wide.

    Recently ( February 2020) a state legislator claimed the Districts are “ do nothing”.
