  Small strip of fat back bacon, 11/2" long x 1/4" wide will catch most any freshwater fish that swims.

  We knew it was illegal.  We were teenagers trying to catch the biggest bass we could.  A big goldfish gets eaten very fast.  We used to almost feel sorry for them...

  Grass Shrimp is one that most every fish will eat.. I have caught all the panfish like Brim, Warmouth, Shell crackers,Speckled Perch, etc... and others like mudfish, catfish, gar, large mouth bass, striped bass, Sunshine bass...

  They are illegal in FLORIDA...  but we used to use them when we were kids.  They are the only thing I ever used that would out fish a wild shiner.

  There is no overall "best" as it depends on the targeted fishies, and that will also dictate baits or lures.

  Normally I use lures in freshwater, but have caught many different species on  mealworms and earthworms.  My first good size bass ate an earthworm.  For specifically targeting panfish, I just use whatever food litter is left behind on the picnic tables, always plenty.

  It depends a lot on the type of fish because more than the lure, each fish has its own technique, for example to fish for gar fish, a bait is used, but it is recommended that the fish swallow it first so that it can be effective, in this sense it is necessary to be documented.
