Lots of shorts today out of Withlacoochee

Fished out of the Withlacoochee today (cold!) -- found a hole near the mouth and took a handful of short redheads; fished further out and got into a pile of trout -- both sand and speckled -- but all shorts.   They were taking both shrimp and plastic, so fairly aggressive. Fishing was better on the falling tide. Water out in the Gulf was about 60-61 degrees; river was about 62.5-63.  So my question: are the slot fish out deeper off the reefs and spoil piles/grass or hidden up in the creeks/backwater of the river?  Thanks in advance for any advice.
