   yes,I had an evinrude with the same situation, units were same size and fit perfectly but had a different gear ratio. I solved the problem by changing prop pitch.

  abovebored is right.  You need to consult a prop person for the right one.  You'll need to tell them several things, what prop is on it now, your maximum rpms.  your speed @ max rpms what boat it's on and what you use the boat for.  I'll bet your hole shot is much better with the new lower unit.

  Who lied to you?  You need more prop -- pitch and/or diameter.
