Don't forget the dog. Lots of dogs got permits under the old transferable system for regular quota hunts. Actually a person buying $50 worth of Special Op chances should have ten entries and the same odds as ten people each buying only one. Each $5 should get you one entry no matter whose name it is in. Notice the "should". If they have tweaked the system to penalize a person who spends big bucks on SO hunts they've kept it quiet.
There is nothing nefarious going on in the quota or Special Opp program. You guys have very vivid imaginations. I'm merely looking to trade for a Triple N first gun.
If one person spends 50 dollars he may have ten chances but can only get one permit if lucky. If he spreads that fifty dollars over ten names he could get ten special opps transferrable permits. In other words, don't put all your eggs in one basket. All legal.
