FADs - where can I find the regulations/prohibition

Fished a great homemade FAD off Destin years ago. When I started coming back to the Keys several years back, I've wondered why folks don't set them out down here. Looked up some old posts and saw a passing mention they were illegal. Being a former lawyer and judge I looked everywhere and came up with nothing other than some Federal regs that only apply to commercial purse seiners. Can anybody point me in the right direction?

    Bulldozer..... Please post up if you do find more about this.  Greg is probably correct that the Sanctuary many govern this.  However, there have been some ships that have been sunk  under very strict guidelines.  Maybe find out what governing bodies have set these guidelines for sinking ships for fish habitat..
  • FADS , since they must attach to the bottom fall under artificial reef regulations.

    If you want to put out a floating fad and follow it you can but leave it there and you may be violating USCG trash regulations.

    As I posted elsewhere on this subject, with all the research I did over the years, the best option is deep water outside of state waters. Then you put out a FAD that flies like a wing in the current. It will last a few months if you use strong but thin line to anchor it and use a heavy old anchor to hold it in place. Put it down 50' or so under the surface but remember is will pull down in a strong current and fly higher in a weak current. 
    Combine floatation with a wing design so it flies.

    Oh and don't give out your coordinates to ANYONE. 

    When you troll by it, no one knows why you are catching fish and they aren't.
