  Here's what I got from FWC:
  
  

  The use of spotter planes (drones) is prohibited in Florida state waters. However,  there is no ruling against using a drone to deliver bait to fish.

  So it's fine as long as there's bait on the drone.

  Did they happen to give you reference to the source of that regulation?  Something in Florida Administrative Code maybe?
