Catching Bait by Anchored Freightors

Its been a while since I have been out night fishing to catch goggle eye, but we used to pull up pretty close to anchored freighters (close enough to bounce the sabiki rigs off the hulls if you weren't careful) outside of Port Everglades and catch them under the freighters lights. That was before all the modern day security measures around the ports. Is it legal to still do so, or is there any regulation that requires that you stay a certain distance from anchored freighters?
