Fish possession limit/law

Hello, a friend of mine is flying down to florida to grouper fish with me in a couple weeks, he wants to fly home with frozen fillets, the question is if he fishes 3 days is he allowed to transport his limit and perhaps mine back to michigan? Do you have to leave skin on pieces of the fillets?

    Once the fish has been landed and reduced to "food" as in filleted and frozen, the limits do not apply. You are simply transporting food. The skin is not required to be left on "food" and who will check it anyway? TSA can't even recognize explosives, much less the type of frozen grouper fillets you're transporting. Example: you go to a fish market and buy 200 lbs of frozen grouper fillets and transport them to Michigan. Is it illegal because it exceeds the possession limit? Of course not, it's food!

    Once its landed he's allowed to have all the grouper he wants
