Different Size Limits Federal vs State Gulf Waters This Summer

Am I seeing this correctly? The Florida State size limit for Gag and Black grouper is changing on June 1, 2016 from 22" to 24". SO, since the Federal size limits are remaining at 22" for both fish, how can I catch a 22" Gag in Federal waters and drive my boat back through state waters legally? ****, it seems like I will need to pay the hourly rate for an attorney to accompany me on my fishing trips to figure out all the ways that I could possibly do something wrong.
