Question about amendment 2

Does the Florida constitution specifically ban the use of marijuana?

If so, why?

If not, then why do we need an amendment to the constitution for medical marijuana? Why doesn't the legislature just pass a law allowing its use and the governor sign it?

    No it does not. Various Local, State, and Federal statutes ban marijuana, that are the rule of law.

    John Morgan floated this amendment and paid for it in an off year election to give his proxy/patsy/shill a fair chance of winning. Without Charlie in office, real tort reform becomes a reality, something John Morgan will not stand for without a strenuous fight.

    The dictionary defines "amendment" as:

    noun
    1. the act of amending or the state of being amended.
    2. an alteration of or addition to a motion, bill, constitution, etc.
    3. a change made by correction, addition, or deletion

    I suppose "addition" justifies having Amendment 2.

    Why can't we just a law signed by the governor?
