Tons of lock-jawed tarpon

Paddled up Turkey Creek this past Saturday morning and saw tons of juvenile tarpon all over the place. I threw everything I had at them. Topwater, poppers, soft baits, jerk baits, mirrodyne, everything.
Closest I got to a strike was two fish chased the topwater but never hit it.
Wish I knew what to throw at those things. Would love to catch one.

    DOA shrimp. Just throw it infront of them when they roll then let it sink down and reel strait in slowly. They'll eat

    Live ladyfish or mullet should do the trick. I saw some 100+ pounders in there about two years ago they were HUGE but wouldnt touch anything. Not that it really mattered as with the tackle I was using Im sure Id have been broken off instantly anyways but still...

    Scented jerk baits like a gulp have worked for me in the past - work it slow back to you so it rises and falls in big arcs and they find it in the water column as it falls.
