Life vests for child in a wheelchair

Anybody know the regs on this? We want to take our daughter out on the boat. She's 2 1/2, disabled, and in a wheelchair. The chair has straps that cross her chest making it impossible to put a life vest on her. Other than just staying home, what options do I have?

    Once on board could you take her out of the WC and use a bean bag chair?

    FSS 327.50(1)(b) States; "No person shall operate a vessel less than 26 feet in length on the waters of this state unless every person under 6 years of age on board the vessel is wearing a type I, type II, or type III Coast Guard approved personal flotation device while such vessel is underway. For the purpose of this section, “underway” shall mean at all times except when a vessel is anchored, moored, made fast to the shore, or aground."

    If she is able, the bean bag idea w/a life jacket sounds like a good option. Maybe a type III PFD (ski vest) under the wheelchair straps?

    Beanbag sounds like an awesome idea. Thanks for the input guys. She doesn't know what's going on with the world around her but having her with us will mean the world to me.
