How stupid can somebody be?????

Tonight while I was fishing off one of my docks on the Dania Cutoff Canal I seen a guy going by in a boat. He was by himself. One hand on the wheel and the other hand/arm had an infant no more then a few months old with NO PFD on the infant. Isn't this against the law?

    Yes it's illegal

    In Florida, a child under the age of six (6) must wear a U.S.C.G. approved Type I, II, or III personal flotation device while on board a vessel under 26 feet in length while the vessel is underway. “Underway” is defined as anytime except when the vessel is anchored, moored, made fast to the shore, or aground.

    In Federal waters, each child under thirteen (13) years old must wear an appropriate USCG-approved personal flotation device while on a recreational vessel that is underway unless the child is below deck or in an enclosed cabin.
