  If I had ONE fly to choose for each the scenarios you mentioned, I'd fish a Red Jig Slider in the Lagoon and What's Up Dock around the docks.
  
  Small and White are key around the docks. A Small White Polar Fiber Minnow is another I really couldn't leave home without. For the Lagoon, I like weighted flies with lots of movement from Rabbit, Artic Fox or Craft Fur. Variety of weight sizes are key. Browns and Tans with some flies with Chartreuse or Pink in it work well.

  I like a white with tan barred shrimp fly, with only a couple of bars. Two bars on body, and two on tail. I tie the same fly in black, with a little orange at the hook bend, with a little gold flash, on a #1 or #2 hook with small bead chain eyes. The white fly, I use pink flash, or pearl. I caught my best Trout couple of weeks ago on that fly in all tan, with pink flash. I tie them to ride hook point up. I don't like weighted flies, catch to much grass. Around the dock lights, small white Clouser, work good for me, something easy to tie, the Trout tear them up fast, and will loose some to Blue fish. Good luck.
