Of course, they are FLARES... just go ahead and buy some new ones and keep the old ones on board for a year or two as backups. You never know when you might need some extras and they'll probably still work.
Vehicle registration is not the opposite, vehicle registrations expire at midnight on the owners birthday. And if you keep the expired flares on the boat they have to be marked practice flares and kept separate form the current ones.
Well I'll be. I always thought vehicle was at the end of birthday month. Maybe just how I've been rationalizing my laziness all these years.
EDIT: And I don't know how separate the practice flares are supposed to be kept, but mine are in a separate ziplock inside an ice bag but stored right there with the new ones in the same ditch bag. They also aren't labeled, but I know exactly which are which (pretty easy to tell) and I'll be damned if I'm going to have two ditch bags. No problem taking some time off work to fight this one if ticketed.
End of month. I keep my old flares on board and would use those first in the event they needed to be used. Seperate by zip locks, magic marker saying expired...
