Went out to grab some bait for tomorrow. Snagged a dozen nice runners and a couple sardines and cigars north of Jupiter today at stepping stones but it was still really slow on the outgoing with that dirty water. Tide was changing though around noon and clearer water pushing in so ill bet the late afternoon bait bite is better. Lots of sardines there but just weren't active.
I have been talking to some of my commercial friends. They are VERY good at bugging or netting bait and not been able to black out wells 1x the past 3 months. Like you said, they find the sardines in 30-40' but they just won't bite sabikis.. Tough

Sardines are everywhere: Church rocks was most productive 3-4 large schools of 3-5 inch fish on #4 sabikis, rocks in 10ft 100yds south of jupiter inlet, and the pier. The pier was a pain with waiting for the schools to move outside of the restricted zone. Only if there was some better quality fish to feed them too. Been glory or famine for me. I have been blacking out the well in 30-45 minutes
full stringers at the green roofs this am and through out the day. stick on the furthest south schools and youll weed out the smaller bait schools that hang closer to the piles. biting #6 sabikis for a change also! still plenty of smaller baits at the pier but DO NOT throw 1" mesh on them or you WILL cry.
Last Sunday we manages to pick up some very nice sized cigar minnows along with some sardines and horn bellys mixed in just south of Jupiter inlet in front of the green roofs the date was 8/18/13 there was also kings skying around the pack of boats and the water quality was garbage very green in color with maybe 5' of viz
Finally got some sardines south of Jupiter inlet this AM. If your interested, south out of the inlet to the green roofs in 15', there are scattered along with hornbellies, but if you cruise around a bit they are working the top. Hopefully they will stay around for a while.

This morning there were tons of greenies right at the mouth of the inlet and there were plenty of candy bar sized sardines at shrimpers.
All at first light though.
Depth is 10ft. As for where you will not be getting that without some $$ but I can tell you that there is bait all over right now. Some of it may be small but if you take the time and look you can find a lot of bait pretty easy. Follow the article above and think about this area. It should come to you quickly on where to find bait. BTW the cast net is the way to go to fill up quickly.
