You can only sell fish to a licensed whosale dealer with a SPL. Redfish is a gamefish and can't be sold at all and mullet and snapper are restricted species.
You need the RS to sell any restricted species weither it be over or under or on the bag limit....

I believe a $50 spl entitles you to sell blue runners to a wholesale dealer. When I sold fish at the dock, I had to have an SPL, wholesale, and retail license. $700 every year.
