Gigging Laws in Brevard

I have been gigging for sheapshead in Brevard for about a year now. From wading and gigging them, or gigging them from our boat. My brothers and I either pole or pull ourselves from dock to dock. We were recently gigging and a cop stopped us and said said what we were doing was illegal and he wanted our id's. I have looked at the rules and regulations and this was not a bridge or any government owned piece of property, but random houses on the indian river. I thought what we were doing was completely legal. Is it true that my brothers and I were trespassing on those docks or were we wrongly searched and forced to leave?
