  I'm no lawyer but possession limits are per person, not per boat. So technically you did break the law the way I have interpreted it but I could be wrong.

  Didn't you mean to say you WANTED to let him reel in the other 2 fish, but you wanted to check out the Regs 1st ?
  I thought that's what you meant...

  There should be NO Commercial Fishing for any fish species considered 'Over-fished' , 'Undergoing Overfishing' or Subject to Recreational Seasons, Limits, or Closures... Game Fish Status IS the Answer !!!

  He has to be actively fishing/ harvesting the fish.
