  Billboard was supposedly paid for by Jim Clements, a board member of the EDF-funded/created Gulf Fishermen's Association, a commercial fishing front group.
  
  Here's a propaganda piece by Clements;

  "The Gulf Fishermen’s Association is the leading offshore commercial fishing organization in the southeastern United States, with several hundred members. The association is funded and controlled exclusively by the fishermen."
  
  However, the 2010 IRS documents show that EDF gave The Gulf Fishermen's Association $160,050. The association is in actuality funded and controlled by The Environmental Defense Fund, just like the Charter Fisherman's Association, and the Gulf of Mexico Reef Fish Shareholder's Alliance.
  
  Once again, in this case we see a COMMERCIAL IFQ SHAREHOLDER masquerading as a RECREATIONAL charter captain to misrepresent the truth about what they are trying to do. The other instance of this happening recently is of course Michael Miglini representing the supposedly recreational charter fishing association CFA - Miglini is a COMMERCIAL IFQ SHAREHOLDER as well.
  
  Do they have no shame?
  
  If the Environmental Defense wants to push their agenda, then stand up and do so in an honest, forthright manner - enough of this foolishness.

  There are quite a few problems here with what Capt. Clements is trying to pull off that need to be noted;
  
  1) There is NOTHING on his "fishing charter" website that has anything to do with fishing on a charter - just links to EDF-propaganda slamming Rep. Southerland.
  
  2) Try doing a web search on anything related to Captain Jim's Charters, such as fishing reports, photos of satisfied customers holding up big fish, pics of the "charter" vessel, the captain, etc. etc. There is nothing to be found, well, because Capt Clements is not REALLY a charter captain - he is a commercial IFQ shareholder.
  
  3) There are no federal permits OR state licenses for Jim Clements, James Clements, or Capt. Jim's Charters - that's because he is not a charter captain, but simply an EDF shill.

  This guy is a major player in the fishing permit brokorage business.
