Inspected vessels?

I am thinking about building a small passenger tour boat (12 passengers) and was wondering were i could find info of "exact " requirements for build. I called CG Miami, and Ft Pierce just to get referred to other organazations with no knowledge of build inspection. And CFR 46 t does a pretty lousy job of explanation for small passenger vessels in protected waters. So can anybody point me in the right direction for info on inspection for said application ? It would be appreciated.

Another question ... if my current vessel is rated for 15 by manufacturer. Why could i not have say ten people aboard as a master? Why is it that a non professional mariner can have 15 or close to that depending on CG weight calculation...with no maritime training but i am only limited to 6 as a professional. Was just curious about the reasoning behind this?:huh
