College Project -Would really appreciate opinions!

Hello,

I am a Senior at the Univeristy of Central Florida and I am in the middle of a project for one of my classes where we are supposed to "create change" in our community. My group is interested in changing/modifying the law regarding Goliath Grouper to open up a sustainable fishing season for them and I would like to hear from the people who probably come in to contact with them the most! If you don't mind helping us out, I have a few questions specifically for charter boat captains:

1. How frequently do you come in to contact with the Goliath Grouper?

2. How frequently does this species affect your business?

3. How would the creation of a lottery or sustainable fishing season for this species help/hurt your company?


and then specifically for recreational fishermen:

1. How frequently do you come in to contact with the Goliath Grouper?
2. Would you be willing to pay to enter a lottery to fish Goliath Grouper?

    As far as coming in contact with them when I'm fishing deeper mangrove shorelines (8-15ft) I run into them often. When I'm fishing oyster bars or grass flats I never run into them. As far as paying to get in a lottery. No. How would the lottery work. Need more details
