Not out of Blackpoint. Can't sell in the Park. I think closest would be by bug light.

The bait shop out of Homestead Bayfront does. The have pin fish and pilchards. The pilchards are usually on the small side. They do not always have the pilchards. You could call and place an order, but he does not always have the time.
