Fishing just outside the jetties

When fishing just outside of the Mayport jetties, say the southern side of the south jetty, does the tide matter? Is it better to plan fishing there on the incoming or outgoing or does it really matter?

    I think the real secret to fishing the jetties is having clean water. It doesn't mater what color the water is (blue, green, or brown), it's just better when clean. I don't think the tide matters as much, but saying that, it seems the south tip is better for me at lower tide.
