Boat advice please

What's the best way of cleaning and draining my boat (eg. bilge, hull, motor, livewell) to prevent zebra/Quagga mussels/invasive species getting caught there? I read that was the most common way they're spread, and their larvae can survive in water left in boat, then spread when you visit another area.
I know some states have boat inspections, and spray boats with hot water to kill anything harmful left there...

    You might get better answers from forums in the Great Lakes areas where they have had that problem for the past 35 years.
