When water temps drop we like to fish them in rivers and creeks or along islands  by tossing bucktails or leadheads with plastic or Gulp tails upstream and across any current - then working them slowly near the bottom back to the boat trying if at all possible to keep our lures working across the current.  If the fish are there you'll know pretty quickly... If no bites in a half dozen casts it's time to fish somewhere else....
