Wouldn't be the cheapest soloution But I would consider Line X Truck Bed Coating (It comes in colors other than Black) would likely be durable as long as it was prepped right I think Rhodan's come new with Line X

that to spray on motor head. However mine are scratches, yours
    look like gouges.

Looks like corrosion.  The whole lower section of the lower unit of my older 25 Johnson looked like that.

Washed with brake cleaner, took a disc sander with 120 grit to it, then washed again with brake cleaner.  Sprayed it with a couple of coats of Ace self-etching aluminum primer, then hit it with Dover White Ace Hdwre version of Rustoleum.

It rook much longer than I expected to fully cure - over a week to really harden - but now seems to be pretty solid.  Color match is good, too, but it's satin finish - not immune to stains.  I did a quick, light coat over the rest of the motor while I was at it.  Maybe I should clear coat it ??

Motor looks nice now.  Looked like a POS before.

Not really gouges. Started bubbling and over time big flakes started coming off....

It is corrosion damage, started under the paint. I would get it clean/past the corrosion then aluminum primer and paint, like gogittum said.
