St Aug or JAX Lobster question

i recently started lobstering more around st. aug. Is it typical for such a high percentage of the lobsters to be egg bearing females?
mini season in the keys, we pulled 76 lobsters without a single egg bearing female found.
1 week later and off st. aug, out of 30 lobsters inspected, only 5 did not have eggs. 
while getting my tanks filled, I overheard a very similar observation from another diver.
those with experience, is this the norm? when do the eggs release? is there a second "brood(?)" or just once a year?

these weren't small lobsters either and we missed a few that would have been larger than the ones we got ... got a meal just from legs and antennae!
