Charter Recommendations Bonita Spring Area

Planning a 4 or 5 day trip to Bonita Springs , Ft. Myers area March 2020. Would appreciate off shore or near shore charter captains recommendations. Do we need to book with a captain who has a federal waters permit or can productive fishing be had closer inshore in March. Thanks in advance.
