Is using corn in chum legal

I have been away from fishing for a very long time and am now getting back into it. Back then we used to mix rolled oats, cracked corn and glass minnows to chum for yellow tails. My brother in law told me to check because he heard that corn in chum is now illegal. Is this true? I've been researching and have not found an answer. Thanks
