You would think that behaving like Democrats, eg. the KKK, would have already been illegal.

In general.—Whoever, whether or not acting under color of law, while in disguise, including while wearing a mask, injures, oppresses, threatens, or intimidates any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same, shall be fined under this title, imprisoned not more than 15 years, or both.

    I like it.  If your ideals are good, then there is zero reason to cover your face.. 

     There are plenty of videos online showing behind-the-scenes of these "antifa" demonstrators showing they want and expect violence.   Steven Crowder did a video where they had audio/video of antifa members showing weapons and discussing tactics to encite violence.  

    Yes, there is violence on all "sides"...but, it appears like there is far more coming from some on the "left"..

    Would that apply to internet posters who threaten others while using anonymous screen names as a disguise? Could be a far reaching law affecting a lot more than Antifa.

    This legislation stands no chance of passing, but in the event it does, let's hope it's evenly applied.  Antifa are hardly the only ones who wear masks, despite the froth-inducing title of this proposed law.

    Have you been threatened?

    No, not that I know I know of. 

    It is impossible to point out the possibilities of how far this law could reach without someone asking dumb questions. 

    People think it is about Antifa, but it could reach far beyond that one group protesting on the street. A lot of people who think they are anonymous could find themselves in hot water if such an act became law. 

    I could see a lot of people on internet forums calling the cops on other posters if this becomes law.

    Cool we can take down the KKK buffoons with this one too.  I don't mind going after the fringes in this way as long as they are acting out.  If they are just walking down the street or otherwise not bothering anybody they can wear whatever they want.

    I thought last year some University had a rule that protesters cannot have scarves or anything that hides the face, no flag poles which can be used as weapons and locks cables in free speech areas.  It put a huge damper on the festivities

    I believe there are about 11 states that already have similar statutes.  This is a federal law, however.

    It is also time that these terrorists stop confusing rioting , looting,  blocking traffic, invading businesses along  with impeding business and life with the first amendment.

    Only if they are gathering and acting up if I read this correctly.  It does not give LE permission to pull people off the street simply for wearing a mask.  Most women I know disguise themselves with a mask of make up anyway.

    The proposed law says nothing about "gathering and acting up", Ex-pat, but you're right it doesn't give LE any such permissions.  Here's the bill itself:

    A BILL

    To amend title 18, United States Code, to provide penalty enhancements for committing certain offenses while in disguise, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

    SECTION 1. Short title.

    This Act may be cited as the “Unmasking Antifa Act of 2018”.

    SEC. 2. Interference with protected rights while in disguise.

    (a) In general.—Chapter 13 of title 18, United States Code, is amended by inserting after section 249 the following:

    Ҥ 250. Interference with protected rights while in disguise

    “(a) In general.—Whoever, whether or not acting under color of law, while in disguise, including while wearing a mask, injures, oppresses, threatens, or intimidates any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same, shall be fined under this title, imprisoned not more than 15 years, or both.

    “(b) Rule of construction.—Nothing in this section shall be construed so as to deter any law enforcement officer from lawfully carrying out the duties of his office; and no law enforcement officer shall be considered to be in violation of this section for lawfully carrying out the duties of his office or lawfully enforcing ordinances and laws of the United States, the District of Columbia, any of the several States, or any political subdivision of a State. For purposes of the preceding sentence, the term ‘law enforcement officer’ means any officer of the United States, the District of Columbia, a State, or political subdivision of a State, who is empowered by law to conduct investigations of, or make arrests because of, offenses against the United States, the District of Columbia, a State, or a political subdivision of a State.”.

    (b) Clerical amendment.—The table of sections for chapter 13 of title 18, United States Code, is amended by inserting after the item related to section 249 the following:


    “250. Interference with protected rights while in disguise. ”.

    SEC. 3. Destroying buildings or property within special maritime and territorial jurisdiction while in disguise.

    Section 1363 of title 18, United States Code, is amended by adding at the end the following: “Whoever, during the commission of an offense under this section, wears a disguise, including a mask, shall, in addition to any term of imprisonment otherwise imposed under this section, be imprisoned for 2 years.”.

    IMO, it clearly needs some work.  The terms "mask", "disguise", "oppresses", "threatens" and "intimidates" all need some clarity.

    (a) A person is guilty of a misdemeanor when he wears a mask, hood, or device by which any portion of the face is so hidden, concealed, or covered as to conceal the identity of the wearer and is upon any public way or public property or upon the private property of another without the written permission of the owner or occupier of the property to do so.

    (b) This Code section shall not apply to:

    (1) A person wearing a traditional holiday costume on the occasion of the holiday;

    (2) A person lawfully engaged in trade and employment or in a sporting activity where a mask is worn for the purpose of ensuring the physical safety of the wearer, or because of the nature of the occupation, trade, or profession, or sporting activity;

    (3) A person using a mask in a theatrical production including use in Mardi gras celebrations and masquerade balls; or

    (4) A person wearing a gas mask prescribed in emergency management drills and exercises or emergencies. 

    Georgia has had an anti-mask law since Klan days started.

    That Georgia law is far more broad than the proposed federal statute in that it applies to anyone on public or private property.  It's also much more specific concerning exceptions.
