This "crazy weather" has been going on for millions of centuries.  Our instant gratification electronic media just makes it seem more frequent.  Just like school shootings.

Scientist can pinpoint historical weather with surprising accuracy.

Hence 10yr, 50 yr, 100yr, etc. storms.

Some areas are in a cycle of wetter weather.

Well certainly not to the inch. But "rain events" that change the landscape can be determined and the frequency, hence the 100yr, 500yr storms, etc.

High and dry here (Clay County, NC). A lot of rain last night. TVA is opening several flood gates throughout western NC. The Hiwassee River is just slightly out of it's banks.

That is not what the term 100 year flood means nor how it was determined. A 100 year flood could happen twice in 5 years or once in 200 years, a 100 year flood just means that in any given year there is a 100 to one chance of that flood occurring, not that it occurs one every 100 years. it will on average happen about once in 100 years.

A 500 year event is just a one in 500 chance of happening.

They use less than 100 years of data to make these predictions.
