Indian river/ Canaveral Locks

The idea of keeping the Locks open in order to flush the river has been tried and stopped due to silting. Has any thought been put into opening the locks just for incoming tides? Perhaps the inrushing water would flush and not silt up at the locks. Out going tides would pull the flush up to New Smyrna and down to Sebastian. Just a thought.
