I have seen people that have been caught with either under size or over size fish or protected species. After they have been given a ticket/fine the fish are photographed next to the measuring tape and are tossed into the water.

What ramp and how many fish?

Could be a multitude of reasons for a dead Jewfish. Could have floated there after dying from barotrauma, poached, freshwater runoff etc.
I wouldn't be overly concerned.

My buddy and I found it interesting that the creek below US 1 just before you enter Key Largo hasn't been renamed "Goliath Grouper Creek.":huh

Y'all are talking about one of my favorite fish in the 'Glades (call them goliath grouper -for all you politically correct types - but jewfish was never a slur on anyone's religion or people - it was just a corruption of the original "jawfish"..).

They're thriving in the Everglades and even a small one is a handful - they're also tougher than an old leather boot, never giving up all the way to hand... More than one "giant snook" hooked near structure simply wasn't a snook at all.... At any rate there is an on-going series of workshops around the state run by the FWC on just what to do about fish that really don't need much protection any more at all... Go to FWC.com for the schedule if you want to attend one...

The one closest to me will be held in Davie on 12 October - and I'll be there if I have to refuse a charter to do it...

One last thought - if the folks up north who re-named the jewfish had ever asked anyone in places where they're abundant, the salt and brackish portions of the Everglades, when they're small (less than 100 lbs...) they'd have heard that old timers always called them "mangrove grouper" since that accurately describes their habitat as young'uns (before they move offshore and begin to dominate any wreck they like...).

By the way all of this is about the state protections for jewfish - and even if removed - the feds will still have them totally protected...
