Consistent RPM's, inconsistent speed?

On the lake today. 2006 115hp 4stroke Merc
Taking boat for service in the AM. RPM's stayed at 4000, but speed cruising at 35, then slowed to 31, then back to 35? This happened a few times? RPM did not change, motor seemed to stay constant, but lost speed and then regained. No noice from lower unit. Gas separator under cawlon showed no water. What do you arm chair mechanics, think?

Headwind...

There should be NO Commercial Fishing for any fish species considered 'Over-fished' , 'Undergoing Overfishing' or Subject to Recreational Seasons, Limits, or Closures... Game Fish Status IS the Answer !!!

Cowling.

Lots of factors could affect your speed, if the engine speed is consistent that probably isn't your issue.
