Proposed Menhaden Draft Amendment 3

Anyone know if this affects recreational guys??? I know it is supposed to prevent wasteful commercial use of menhaden, but I am also afraid it will negatively impact the recreational fishermen, who usually just takes a livewell full. Does anyone happen to have an educated opinion on the Atlantic Menhaden draft amendment 3? Meeting is in Melbourne on 9/26...
