A CC permit is not required to purchase a handgun, but it will speed up the process. Otherwise, you will need to wait at least 3 days to receive the gun to allow for a background check (unless you buy from a private owner). A CC course is a good idea, anyway. Basic handgun safety, a drill on rights and responsibilities, etc.
No class or anything is required to purchase.... you go into a gun shop, pick out the handgun you want..... pay for it...... Then you wait three business days... come back, they do the call in background check. As long as you do not have something on your record, you walk out with the gun....
Concealed carry permit.... you have to provide proof of firearms training... Most common is to take a concealed carry class... fill out the application and provide photo and required documentation.... Then mail it in or make an appointment at a local service center (larger cities have them. )

I will say though that if you if you do not have a lot of experience with a firearm, before buying one I would invest the time to learn how to safely handle one. Local gun ranges have plenty of different firearms that they will be more than happy to let you use while they teach you how to use them. That will also help you become familiar with different firearms which will help you make a better decision on which one to purchase.

I've only used a hand gun a couple of times many years ago.
Mostly I'd like to go to a range, rent a gun and shoot and before I'd do that I'd probably take a safety course just for my own piece of mind.
Other than that I'd probably never purchase a hand gun let alone a CC permit.
