This form needs to be forwarded to DC. On the news this AM they passed a bill disallowing any catcalls by city workers, because they routinely hurt the feelings of the most vocal criers. The spokes babe for the bill said that they can finally retrain these guys so that there is an army of helpful workers, thereby procuring more safe spaces.

the only reason the lady council member is proposing this is because she never got catcalled. She is upset that the workers don't whistle at her.
