Hint, contract was let without any demucking required, The contractor made a fortune with a demuck change order and moved muck miles against normal earthwork principles.
Oh, then the judge ruled the project was illegal so the contractor actually had more equipment than operators. Rumors from my former employees is that they were told to go start one dozer, then another, then another, then run first one for an hour then next one, then next one, an all three ended up being billed as operating!
