At first I thought perhaps a Maori warrior in New Zealand, but I googled some of their pics, no chance, at least their facial tattoos are symmetrical and look tough and good if such a thing is possible. They would label him a puzzzzy or eat him.

CNC and heavy shop equipment movers are the only ones I have worked around that had heavy face tatts.
Nice enough and they were trusted with moving 40 thousand lb equipment.
