Starting Issue

Mercury outboard starter spins but does not engage flywheel. Batteries are charged and checked voltage at battery side of solenoid 12.45 volts. Starter side of solenoid reads 6.8 volts. Same at starter. Changed out solenoid and get the same readings or close to it. Starter still wont engage flywheel. Took starter off and and wired directly to battery and starter spins but doesn't pop up. What gives 2 bad solenoids and bad battery? Need help deciphering.:banghead

1st thing I would do is lube the bendix gear.
2nd manually move the the bendix gear up and down.
3rd get it rebuilt or get a new starter.

Thanks for input. Had a bad ground on back of solenoid.

We shouldn't have left bad connections out, that was a good find.
Normally with a bad connection it won't even spin.
