This is a tree on the Farmington Bay Waterfowl Management area in Utah, they get like this every year.
It's quite a spectacle.

He was stealing bait from that trap and got got. It was probably fine until the dog starting paying attention to it

THis was in Canada, probably NOT illegal since a Bald Eagle in that country is nothing more than a white headed vulture

From the FWC website, regarding gopher tortoises ... "You may help the tortoise cross the road by placing it out of harm’s way in the same direction that it was going, but DO NOT take it with you or move it to a different area.Do not put your life in danger to move the tortoise."
