What's with all the above-ground water meters?

So, all around town, and three just on my street, I see new hookups to city water all have the water meters installed above ground. One pipe coming up about two feet, another going back down two feet away, and the meter suspended in-between.

Looks like a disaster waiting to happen. They are all three feet from the edge of the street. Is this the new code, or something?

Aren't those backflow preventers? Are they putting the meter above ground now to make it easier to read?

Double check valves that leak when crapped up (RPZ reduced pressure zone) so they can be serviced.
