Mystery tagged redfish

Caught a 24" redfish by the NSB south causeway bridge last week that had a very new looking yellow tag under its dorsal fin. Tag read: " 0042224" and that was it. No phone number or anything else. Website took me to smith-root fisheries, which makes fisheries management equipment (like tags) but doesn't do the actual tagging programs. I figure it might be somebody local like a tournament, guide, or group of guides tagging some fish. Not a big deal, I'm just curious and would love to report the catch if possible. Anyone have any thoughts?
